Approximately a month after giving notice that it plans to withdraw from New York State’s insurance market over the next year, Northwell Health announced today that, as part of an orderly wind-down of its insurance arm, CareConnect Insurance Company will not write or renew individual policies for calendar year 2018. Additionally, CareConnect will stop writing and renewing group policies as of November 30, 2017. CareConnect will honor all existing health insurance policies throughout their remaining terms, including group policies that continue into 2018. Northwell Health will stand behind all medically necessary claims for covered services incurred during that time.

While it remains committed to fortifying its population health capabilities to promote health and wellness, and ensure that patients, especially the chronically ill, get the right care at the right time, Northwell announced today it is winding down CareConnect and withdrawing from New York State’s insurance market over the next year.

CareConnect’s significant rate hike requests for small-group plans in 2018 are driven in large part by the federal small-group risk adjustment program, a flawed policy that was designed to protect the stability of the health insurance market and encourage competition but is having the opposite effect. CareConnect’s request for rate increases for its individual plans reflect the fact that this market has a greater need for medical care than originally anticipated.

New York’s Department of Financial Services (DFS), the final arbiter of health insurance premiums in the Empire State, today approved a 23 percent increase for CareConnect in the small-group market, significantly more than the 17 percent requested by the rapidly growing insurance provider.

Registering its strongest and most rapid growth to date, CareConnect, the first provider-owned commercial health plan in New York State, announced today a 244 percent increase in membership during the 2015-2016 open enrollment season, bringing the number of enrolled members from 26,567 to more than 91,000 as of January 31. This includes 88,277 effectuated members—that is, members who have paid their first premium.

The arrangement follows on a letter of intent signed in September between Westchester Health Associates and the North Shore-LIJ Health System that will bring the physician group into the North Shore-LIJ Clinical Integration Network IPA (CIIPA).
